Ombudsman recommends closing Punta Coco prison

A report says the conditions there are a human rights violation.


The ombudsman has said the prison on Punta Coco in the Perlas Islands should be closed because it violates the human rights of the inmates held there.

It said that the inmates should be transferred to La Nueva Joya penitentiary because the inmates are held under inhumane and degrading conditions. They are denied access to communications and medical care, and also have to deal with a proliferation of mosquitoes and sweltering heat.

The ombudsman reminded the authorities that Panama has ratified the convention against torture and cruel, inhuman or degrading treatment or punishment. In March, it ratified the optional protocol to this convention that prevents torture.

The report was presented today at the Office of the Ombudsman.
