There are 13 open cases regarding abandoned properties in Casco Antiguo.

National Institute of Culture (Inac) Heritage Director Wilhelm Franqueza said that there had been 15 cases, but two of the owners had successfully petitioned the Supreme Court to be removed from the list.

Property owners in the area, which is a World Heritage Site, must have plans in place for the restoration of their properties if they are in a dilpidated state.

The 13 cases are in the evaluation stage, and they will be reviewed on a case-by-case basis.

For example, in 2013 the authorities ordered the expropriation of a property on West 11th Street, owned by the Jehovah's Witnesses, citing abandonment and lack of a restoration plan.

Nearby there is also another property on this list. In this case, the owners, who live abroad, have had no communication with the authorities.

There are 845 properties within Casco, of which 345 have been abandoned, 145 have been restored and the rest are properties in process of restoration by the owners.

Most of the properties (87 percent) are privately owned, while 11 percent belong to the state and 2 percent to the Catholic Church.
