Blandón says improvements have been made in development

The civic group Red Ciudadana Urbana has disputed that opinion.

Panama City Mayor José Isabel Blandón said that in the two and a half years since he took office, significant progress has been made on the issue of urban regulation.

But the Urban Citizen's Network has disagreed with the mayor, saying there are irregularities in some 40 projects under development in the city.

The network has pointed to two projects in particular, P.H. Scala in Bella Vista and Santa Elena Strip Mall in San Francisco, as proof that problems still remain unaddressed.

Blandón, however, has said those projects are exceptions to the rule, and that significant progress has been made with regard to new regulations passed by the Ministry of Housing and the municipality of Panama.

María Chávez, president of the network, said during a protest yesterday in San Francisco that there is some 40 projects in the city that have irregularities, and that the regulatory changes have yet to make a difference.
